Ultimately being stubborn and running the setup on the same zip code multiple times worked for me. Removing/Reinstalling the WMC feature as described above - didn't work initially. He recommended that I try the Custom Install, and I did. Hopefully someone with more technical know-how than me will figure what and how to fix it.
