Nothing in device manager was splatted or appeared to have a problem in anyway. I fixed it each time by unpinning File Explorer and then re-pinning it from within the C:\Windows folder. The solution is evidently "uninstall things until it works." I'd completely formatted the laptop and it still did it and it wasn't until I read the post saying change the default programs that it disappeared. You can skip the sfc part if you've already done it, but do all the rest.
