It works here even if I just cannot understand the link between KB3145739 and Windows Update scan delay. As for MS, they won't fail, they are too big, (cloud, Enterprise), but I begin to wonder if they really have shot their foot off after all. I'm currently testing KB3135445 (not promising at the moment) but if it doesn't work then 3145739 is next on my list! No spike in CPU usage.
Here Windows 7 Home Premium 64-Bit, Gibson's Never10 ran to avoid Windows10 upgrade. I hope it saves you some time and misery.
