When we installed SP3 all of our windows xp systems were stuck in a continuous boot-up loop after rebooting. Just make sure that there are no other programs (including the internet) running. If i right click "Computer" from start menu so as to select properties and thus change computer name, i get nothing happen. It worked for me. It is indeed as if a veil is covering the desktop.Starting up in safe mode is an option, and I have tried to clean the registry as suggested by several forums. nothing pops up whenever i do any sort of keystroke. Figured if I was already to the point of giving up and just reformatting and reinstalling Windows XP, would do something harebrained.
While surfing through the internet I found someone who solved this problem and has a way to fix it. you will see explorer.exe somewhere in there. I was having the same problem with Windows XP. I tried all the different solutions here and none worked.
