Perfect cold boot, and all my problems gone! I put Windows Vista 32bit back on, and the problem went away, for awhile. Standoffs are your friends. I've tried system restore, but that doesn't work and just shows a BSOD too.

Probably BIOS 0704 got corrupted somehow and with CMOS clear and reflash it did not correct.
If it was the PSU, it would manifest itself under heavy load, right? Different settings don't seem to make much difference, with the second boot pretty much every reasonable setting seems to work, and with the first boot nothing does.
